Using the whip stitch, sew the right and left front panels to Row 1 of the back panel ensuring RS of all panels are facing out.

On row where it says next 15 do you repeat rows 2 and 3?

Hi Kathy,
If you are doing the extra small size then yes. It states, “Next 15 (17, 21, 21, 23, 23, 25, 25, 27) rows: Repeat Rows 2-3 another 7 (8, 10, 10, 11, 11, 12, 12, 13) times, then repeat Row 2 once more.”
Which means for the next 15 rows, you will repeat Rows 2-3 for a total of 7 times (which is 14 rows) then repeat Row 2 one more time to make the 15th row. I hope this helps.

The garment is designed to end up being around 30-31″ in length….but as you keep going, you’ll see that you can make it as short or long as you desire. Hope this helps you.
